AEO (Authorised Economic Operator) is CBIC's trusted-trader programme. Three tiers offer increasing facilitation. For a 50+-shipment-a-year importer, AEO almost always pays back — but the application is non-trivial.
The three tiers

Application stages
1. Pre-application gap audit (4–8 weeks)
Map current state against the AEO Self-Assessment Questionnaire. Five domains:
- Compliance — past 3 years' import record, no major SCN/penalty
- Financial solvency — audited financials, positive net worth
- Procedural compliance — record-keeping systems, SOPs
- Safety & security — premises, IT, personnel security
- Legal compliance — across customs, GST, FEMA
2. Self-Assessment Questionnaire submission (2–4 weeks)
Detailed answers across all five domains, supporting evidence attached, signed by company officer.
3. AEO programme team review (4–8 weeks)
Programme team scrutinises and may seek additional clarifications. Expect 1–2 rounds of questions.
4. On-site verification (1–2 weeks)
Programme team visits premises. Verifies SOPs, IT controls, physical security, record retention.
5. Grant of AEO status
Issue of AEO authorisation; tier badge effective for 3 years (renewable).
Total timeline
T1 from kickoff to grant: 6–9 months realistically.
T2: 9–12 months.
T3: Add 24 months operating at T2 first.
The five things that delay AEO applications most
- Compliance history with even one significant SCN or penalty in the last 3 years
- Weak record-retention SOPs (CAROTAR documents, BoE archives)
- Premises security gaps — CCTV coverage, access control
- IT-control weaknesses — user access logs, change management
- No written SOPs for routine import processes
