Most customs delays are predictable. After clearing 200+ importers' consignments, the same seven causes account for ~95% of holds. The good news — each is preventable.
1. PGA holds (BIS, FSSAI, WPC, CDSCO)
Symptom: Container at the bonded yard waiting for partner-government-agency clearance. Cause: R-number not in place at landing. Fix: Apply for PGA approvals 6–10 weeks before vessel ETA — never after.
2. HS classification disputes
Symptom: Yellow or red channel; assessing officer query on classification. Cause: 6-digit shortcut, supplier description copied verbatim, or genuine ambiguity. Fix: Pre-shipment classification at 8-digit with documented reasoning. Cross-check CBIC circulars for the same HS line.
3. Valuation queries
Symptom: Assessing officer challenges the declared value. Cause: Price below comparable imports, related-party pricing, or missing landing charge. Fix: Hold supplier's price-list and order documentation. SVB clearance for related-party imports.
4. Document mismatch
Symptom: e-Sanchit upload rejected or BoE filing fails validation. Cause: HS code on invoice ≠ HS code on packing list ≠ HS code on BoE. Or quantity mismatch. Fix: Reconcile all documents before filing.
5. CAROTAR proof of origin gap
Symptom: FTA preference claim queried; full BCD demanded. Cause: Form I from supplier missing or invalid. Fix: Procure Form I before goods leave origin. Hold supporting evidence on value-addition for 5 years.
6. RMS red — physical examination
Symptom: Mandatory physical examination scheduled. Cause: System-driven risk score. Fix: Cooperate, prepare documentation, and ensure the goods match the declaration. AEO certification reduces red-channel rate materially.
7. Demurrage spiral
Symptom: Daily ground rent + container detention compounding while resolving issues 1–6. Cause: All of the above unresolved. Fix: If a hold is not resolvable in 3–5 days, evaluate MOOWR Section 65 bonded warehousing or NOC for re-export.
